Zorgtoeslag -- healthcare insurance allowance in the Netherlands
What is zorgtoeslag?
Zorgtoeslag is a financial allowance granted by the Dutch government to help residents cover the cost of basic health insurance. This insurance is mandatory for all residents of the Netherlands and covers basic healthcare. Thanks to zorgtoeslag, people with lower incomes can minimise their healthcare expenses, which is especially important given the rising cost of medical services.
Who can apply for zorgtoeslag?
The allowance is available only to persons meeting specific conditions:
- Working in the Netherlands: The benefit is available to persons paying taxes and health insurance contributions in the Netherlands
- Legal age: Zorgtoeslag can be received by persons over 18 years of age
- Mandatory health insurance: A condition is holding government-approved health insurance
- Income threshold: Income in 2025 cannot exceed EUR 39,719 for single persons or EUR 50,206 for couples. In 2024, the limits were EUR 37,496 and EUR 47,368 respectively
Lump-sum refund vs. monthly payment -- what is the difference?
Zorgtoeslag can be received in two variants:
- Lump-sum refund: The full allowance is paid out after the end of the tax year. You will receive a decision within 5 to 13 weeks
- Advance payment: Payment is made in monthly instalments, processed around the 20th of each month
How to apply for zorgtoeslag?
For persons registered in the Netherlands, it is sufficient to have a BSN number, an annual tax statement (Jaaropgave) and estimated gross income. The entire process can be completed online using a DigiD code at www.toeslagen.nl.
For persons not registered in the Netherlands, there are several options: you can order an application form from the tax office, fill it in and send it by post, or use the services of an accounting firm.
What is the application deadline?
The final deadline for submitting an application for the 2024 allowance is 31 August 2025. Failure to submit an application by this date means losing the right to claim the allowance.
How long will I wait for a decision?
A decision on granting the allowance should be issued within 5 weeks. If additional information is required, the waiting time may be extended to 13 weeks.
What if my personal situation changes?
If your life situation changes -- for example, you change jobs, your income increases or your marital status changes -- you must inform the tax office (Mijn Belastingdienst) of these changes. Updating your data to reflect your current financial situation is crucial for receiving the correct amount of support.
